This tutorial is my design if it is similar in anyway to another tutorial this is totally coincidental.

Scrap Kit By Cinnamon Scraps Love You Beary Much you can get it HERE
Lets Begin:
Open psp and open a 600X600 new transparent raster layer
open one of the papers from the kit copy and paste it as a new layer
Open up the circle frame from the kit
position where desired
Click in side your frame modify expand by four
then click on the paper layer invert and hit delete on the keyboard.
open a tube of choice resize till it fits nearly in to the frame you might
have to sharped a few times
duplicate it on the first tube layer gaussian blur 10 on the top tube layer opacity screen then merge to tube layers together then place within frame and repeat steps you did with the paper layer
Open the flowers in the kit and place were desired open up the scroll elements and place behind frame duplicate and mirror and flip
Add tube of choice adding drop shadow of choice
Open the wordart and place as if tube is holding it
place the bear on top of the frame and add drop shadow of choice
Add Your licence and your watermark
