This tutorial is my design if it is similar in anyway to another tutorial this is totally coincidental.

you will need gradient glow which is eye candy 4 and
you can download a free trial from internet
Lets Begin:
Open psp and open a 600X600 new transparent raster layer
Open up the red ivy and place on bottom
right hand side of tag duplicate and mirror
duplicate and place in center of tag,add gradient glow from
eye candy 4 merge three
Open the scrolled frame and place in center and add same gradient glow
Place tube in center and add drop shadow of choice
Then add black ivy and place at bottom of tag add same gradient glow
Merge all layers together
Add any other elements from the kit as desired
Add Your licence and name
