To do this tutorial
 you will need Derzi MoosieBoo tube you can buy HERE 

You will also need scrapkit by Tiny Turtle
 Kawaii Moosie Boo scrapkit
which you can buy HERE

 Open a new raster layer 650 x 650
 With your rectangle tool background null foreground black make a rectangle
 500 x100 vertical
Open up your tube and place behind the frame click within
 frame expand by
3 invert then on tube layer click delete
Duplicate frame layer make slightly bigger
and flood fill colour of choice
 do this again until you have a 3 frame layers 1 on top of each other
Now merge together duplicate and mirror
Using your rectangle tool width 1 background null foreground colour of your choice
Make a square 200 x 200 then add noise Gaussian
  monochrome 69
place this on the top corners of the frames that were created before duplicate
and place 1 behind the bottom right rectangle
 and the first one should be
 behind the top left rectangle  merge squares together adding a drop shadow
of choice
Open the element 36 and do the same as the small squares place 1
 behind bottom left rectangle duplicate and place this behind top right rectangle
merge both flowers together
Open element 23 and place slightly off center left
 and up then duplicate and place this one lower and right merge together
Open element 9 and duplicate 3 times place in all four corners of the tag merge together
place back of tag
Open element 33 and place behind  the outer side of the rectangle frame
duplicate and mirror merge these layers together
Open element 79 hue and saturate a colour of your choice then place second layer
from the back of the tag
Open element 95 and hue and saturate the same colour as before now place a couple of these behind the rectangle frames once satisfied merge together the flowers
Open element 1 hue and saturate same colour as before
now open your tube and place
behind frame click inside frame expand by 3 then inver
t and on tube layer
click delete on duplicate tube layer on bottom layer guassian blur by 10
on top layer change that to luminance legacy
merge both tube layers together add a drop shadow on frame then merge frame and tube layer together
Open element 24 make small and add were desired
Add your tube to the bottom of the tag adding a drop shadow of choice 

add your name and copyright and all done
