Open a new raster layer 650 x 650
Open element 42 and place make smaller to fit in corner of the tag place in top left of the tag
duplicate and mirror then duplicate this
 and flip then duplicate and mirror now the feather is in all four corners
merge these layers together
Open element 122 chose from 110 to 113 and place in center of element
122 then merge together
 place from top left then duplicate and flip place this element starting from the bottom right
merge these two layers together
add a drop shadow of choice
Now open element 27 place on tag click inside the frame and expand by 5
open another raster layer and flood fill with a colour of your choice
select none
Open your tube of choice place between the flood filled circle and the frame
click inside the frame again and expand by 5 and invert and on the tube layer click delete
duplicate the tube layer and on the bottom layer guassian blur by 10
on the top layer change the opacity to screen merge these two layers together
 add a drop shadow of choice on the frame then merge the flood filled circle layer
 the tube screened layer and the frame layer together make smaller
and place in center left slightly higher up
Open layer 65 and place on top of the frame duplicate
and flip place this element far right from the bottom of the frame
merge these two layers together
Open layer 36 and place behind the frame duplicate and place around the edge
of the frame once all placed merge these layers together
Open element 87 make smaller and place behind the frame
 and the flowers just placed on the bottom left of the frame merge this to the frame
Open 98 and place on the right side of the tag
Open the tube add a drop shadow of choice and place were desired
Open one of the butterflies from the kit add a drop shadow of choice and place on bottom left of the tag
Open element 24 and brighten until white place behind the tube just placed 

add your name and copyright and all done
