To do this tutorial you will need Derzi s Bubbles 

you can buy the pack HERE

You will also need tiny turtle Bubbles Scrapkit which you
 can buy HERE

Open up a new layer 650x650
Open element 89 place in bottom right of tag duplicate and 
flip duplicate again and place between the two layers add drop shadow to
 each one merge together Using your shape tool foreground 
black background 
null width 1 draw out a square measuring 224x209 flood fill 
a choice of colour
 ,i am going to be using the colours of the rainbow,red,yellow,pink,green,purple and blue
so i flood fill with red open your tube of choice fit within 
the square 
invert on square layer then on tube layer click delete,duplicate
 the tube layer on bottom layer gaussian blur 10 on the top
 layer 
change the opacity to screen merge these
 two layers together
on the base red square add gaussian noise monochrome 79 
merge this layer with the tube layer just created then effects,texture
 ,weave,
1,7,1 all white with gaps filled ticked
now repeat these steps untill you have 6 squares on your tag
 then position them as desired
Open the rainbow thats with the tube and place 3 of them at 
the start of 3 of your squares that u created earlier
Open the bobbles and place were desired duplicate and flip and 
merge these two layers together
Open your tube add drop shadow of choice and
 place were desired
Open the sparkles within the kit and place these behind 
your tube behind the 
Open the glitter from the kit and duplicate 3 times placing
one top right one bottom right and 1 middle right merge together and then duplicate and flip them merge again and place
 at back of tag
Open element 33 and resize adding drop shadow and
 place behind tube
Open element 57 and add drop shadow of choice and 
same as mushroom 
Open element 21 and place along bottom of the tag u may have 
to move the clovers up a bit so they dont go 
beyond the ribbon 
Open element 98 and place in top right corner place this under the bubbles 

 add copyright and name of choice and all done
