To do this tutorial you will need Karen Middleton tube package 111 which you can buy from HERE

you will also need Honored Scraps Scraphonored matching scrapkit
which you can buy from HERE
You will also need eye candy gradient glow you can down load this from the net

Now to start open a 650 x 650 raster layer
Open element 33 and resize to place in top right corner of the tag duplicate
 and mirror then duplicate and flip then duplicate this and mirror
this should be in all four corners now merge together
Open layer 29 and place one in top right duplicate and place bottom right merge these two together then duplicate and flip then merge these two layers together
Open element 14 and make smaller to fit on bottom right
then duplicate and mirror then merge these two layers together
Open frame 5 and make smaller enough to fit in the bottom left of the tag well
on top of the clouds just placed
Open one of the paper from the kit place behind the frame
just placed click in side the frame expand by 2 now invert and on the paper
 layer just placed click delete
Now open your tube of choice place behind the frame do the same as the paper layer
change the opacity to luminance legacy
Now open the moon element on place in top left of the tag
Open element 27 and make small and place in bottom right so that the flowers go into the frame
Open the large heart and place behind the frame
Open element 8 make so it is small enough to be in the bottom left
of the tag add a drop shadow of choice
Open element 18 change the brightness to black place top left of the tag duplicate
 and mirror then place bottom right place the top left third layer from the bottom place
the bottom right 6th layer from the bottom
Now open your tubes place the angel sitting down place on top of the frame
 adding a drop shadow of choice
Open the tube where the angel has the star in her hand add a drop shadow of choice
 on to this place this tube on the far left of the frame
Open element 17 and place behind the the two tubes placed put this in the
center of the tag right across everything
Open the cherub place in the bottom left along side of the box
 adding a drop shadow of choice
Open the clock add a drop shadow of choice and place 8th layer
from the bottom place this center top
Open the wordart believe and place bottom left
adding gradient glow white 5.00
add a drop shadow of choice

Now add your copy right and name and all done
